03-15-04 Regular HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES Richfield, Minnesota Regular Meeting March 15, 2004 The meeting was called to order by Chair Harms at 7:00 p.m. HRA Members Present: Thomas Harms; Dan Linnihan; Joan Heimberger; and Kristal Stokes. HRA Members Not Present: Martin Kirsch (attended City Council meeting). Staff Present: Steve Devich, Acting Executive Director/Acting City Clerk; and Bruce Nordquist, Housing and Redevelopment Manager. Item #1 2004. M/Helmberger, S/Stokes to approve the minutes of Reoular HRA Meetino of Februarv 17. Motion carried 4-0. Item #2 M/Helmberger, S/Linnihan to approve the aoenda. Motion carried 4-0. Approved resolution ratifying conclusions from HLB Tautges Redpath, Ltd., HRA Auditor, regarding use of Lyndale-HUB-Nicollet tax increment district's remaining balance S.R. No. 14 HRA RESOLUTION NO. 917 RESOLUTION ADOPTING AND RATIFYING THE CONCLUSIONS CONTAINED IN AUDITOR'S LETTER DATED DECEMBER 23,2003 This HRA Resolution appears as HRA Resolution No. 917 in HRA Resolution Book No.7. C. Approved resolutions regarding elimination of portions of Richfield Rediscovered Tax Increment Financing Districts' parcels at 6833 and 6855 Avenue; Penn Place Townhouse Project S.R. No. 15 HRA RESOLUTION NO. 918 RESOLUTION MODIFYING TAX INCREMENT DISTRICT BY THE ELIMINATION OF A PORTION OF A PARCEL THEREFROM (6855 Penn Avenue) HRA RESOLUTION NO. 919 RESOLUTION MODIFYING TAX INCREMENT DISTRICT BY THE ELIMINATION OF A PORTION OF A PARCEL THEREFROM (6833 Penn Avenue) These HRA Resolutions appear as HRA Resolution No.'s 918 and 919 in HRA Resolution Book No.7. D. Approved consulting services of Community Partners Research, Inc. to prepare housing inventory in estimated amount of $33,800 S.R. No. 16 M/Helmberger, S/Linnihan to approve the Consent Calendar. Motion carried 4-0. Item #4 Housing and Redevelopment Manager Nordquist reviewed Staff Report No. 17 regarding a resolution authorizing the sale of real property at 6833 and 6855 Penn Avenue to Penn Place Townhouses. HRA Meeting Minutes -3- March 15, 2004 Larry Wozniczka, 67 44 Wentw?~hAy~nue,. stated that this was the first that he was aware that this is a tax increment project. Hesp6ke against the tax increment subsidy to the developer. Mr. Nordquist stated that a "but-for" analysis was done on the project and that the developer margin is 13%. He stated that as a Richfield Rediscovered project it would be a tax increment financing (TIF) project like all the rest. Patrick Howard, 6812 Morgan Avenue, stated that he is very pro-development, but as a neighbor of the project he objects to the multi-color of the new development, with each unit being a different color. David Gepner, the developer, distributed some renderings of the proposed design. Mr. Nordquist stated that a neighborhood meeting conducted regarding the project reflected some concern with the building materials, but not the color. About 90% of the attendees were homeowners. In addition, the Planning Commission and City Council have both reviewed this project and approved the design concept. MIStokes, SIHelmberger to close the public hearino. Motion carried 4-0. This HRA Resolution appears as HRA Resolution No. 920 in HRA Resolution Book No.7. Item #5 Housing and Redevelopment Manager Nordquist reviewed Staff Report No. 18 regarding consideration of a Work Program with McComb Group to evaluate and make recommendations for downtown markets at 66th Street and Lyndale and Nicollet Avenues. Chair Harms stated that he believes that a review of this area at this time is an excellent idea. Commissioner Heimberger stated that with the closings of Simek's, Paper Warehouse and Famous Footwear how is the shopping center doing? Mr. Nordquist stated that he was informed that they are still doing fine and are not overly concerned about the lease up of those spaces. Larry Wozniczka, 6744 Wentworth Avenue, asked if the review will look at pedestrian flow.
