04-20-98 Regular HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES Richfield, Minnesota Regular Meeting April 20, 1998 CALL TO ORDER The meeting was called to order by Chair Harms at 7:00 p.m. ROLL CALL HRA Members Present:Thomas Harms, Joan Helmberger, Kristal Stokes, and Russ Susag. HRA Members Not Present:Michael Sandahl. Staff Present :James D. Prosser, Executive Director; Thomas Ferber, City Clerk; and Bruce Palmborg, Community Development Director. APPROVAL OF MINUTES M/Helmberger, S/Susag to approve the minutes of the Regular HRA Meeting of March 16, 1998. Motion carried 4-0. Item #1OPPORTUNITY FOR CITIZENS TO ADDRESS THE HRA ON ITEMS NOT ON THE AGENDA. Gerald Walswick, 7633 Garfield Avenue, asked if there was any new information regarding the proposed development on Lyndale at 77th Street to 76th Streets. HRA Meeting Minutes-2-April 20, 1998 Gary Tushie, Tushie-Montgomery, architect for the project, stated that the senior co-op on the east side of the block has been abandoned and that CSM was still pursuing development on the west side of Lyndale. Executive Director Prosser stated that potential funding to widen the Lyndale bridge at I-494 could occur in the very near future. This funding would bring the issue of dual turn lanes on Lyndale Avenue in that area to the forefront. There was general discussion regarding the dual turn lanes and development in that area. Item #2PUBLIC HEARING AND CONSIDERATION OF RESOLUTION AUTHORIZING SALE OF 6921-12TH AVENUE TO KEY LAND HOMES AND 6320 15TH AVENUE TO AFFORDABLE SUBURBAN HOUSING, INC. FOR SINGLE FAMILY HOME DEVELOPMENT. HRA LETTER NO. 21 Executive Director Prosser reviewed HRA Letter No. 21 regarding the proposed sale of 6921-12th Avenue to Key Land Homes and 6320-15th Avenue to Affordable Suburban Housing for single family home development. M/Helmberger, S/Stokes to close the public hearing. Motion carried 4-0. M/Stokes, S/Susag that the following HRA resolution be adopted, that it be spread in the HRA resolution book and that it be made part of these minutes: HRA RESOLUTION NO. 664 RESOLUTION AUTHORIZING SALE OF REAL PROPERTY LOCATED AT 6921-12TH AVENUE TO KEY LAND HOMES AND 6320-15TH AVENUE TO AFFORDABLE SUBURBAN HOUSING, INC. Motion carried 4-0. This resolution appears as HRA Resolution No. 664 in HRA Resolution Book No. 5. Item #3PRESENTATION OF ANNUAL STATUS REPORT ON TAX INCREMENT DISTRICTS. HRA LETTER NO. 22 Executive Director Prosser introduced Sid Inman, Ehlers & Associates. Mr. Inman reviewed HRA Letter No. 22 and reported on the highlights of each of the City’s tax increment districts. HRA Meeting Minutes-3-April 20, 1998 Commissioner Susag asked about the class rate changes as they relate to the frozen values. Mr. Inman responded to the question and stated that even with the new class rates, the Richfield TIF districts were still all in good financial condition. The report was received by the HRA. Item #4CONSIDERATION OF REDEVELOPMENT CONCEPTS FOR SOUTHWEST QUADRANT OF 66TH STREET AND LYNDALE AVENUE. HRA LETTER NO. 23 Community Development Director Palmborg reviewed HRA Letter No. 23 regarding consideration of redevelopment concepts for southwest quadrant of 66th Street and Lyndale Avenue. Gary Tushie, architect, presented proposed site plans for the west side of Lyndale Avenue between 66th and 68th Streets. The plans include a new Lyndale Hardware, Gramercy Park, VFW, a medical clinic and new retail space as well as new condominiums and townhomes. HRA Commissioners indicated that they would prefer to have townhomes, condominiums and row houses instead of assisted living in this very desirable portion of Richfield. There was also a concern for a unified design concept for this entire area. Larry Wozniczka, 6744 Wentworth Avenue, asked about the traffic flow. Mr. Tushie addressed the traffic and pedestrian flow issues. Item #5CONSIDERATION OF EARLY VOLUNTARY PURCHASE PROGRAM FOR HOMEOWNERS IN AREA NORTH OF 66TH STREET ON EMERSON AVENUE AND SOUTH OF 66TH STREET TO 67TH STREET BETWEEN GRAND AND PLEASANT AVENUES - RICHFIELD LAKE PROJECT AREA (RLAP). HRA LETTER NO. 24. Executive Director Prosser reviewed HRA Letter No. 24 regarding consideration of early voluntary purchase program for homeowners in area north of 66th Street on Emerson Avenue and south of 66th Street to 67th Street between Grand and Pleasant Avenues - Richfield Lake Project Area (RLAP). Community Development Director Palmborg reviewed several concept design plans for the Richfield State Agency area. Concept 1 - Richfield Urban Village by Richfield State Agency HRA Meeting Minutes-4-April 20, 1998 Commissioner Susag stated he felt it was a very good concept design, particularly the inclusion and orientation of a parking structure. Commissioner Stokes felt this was an area that could accommodate more residential building density in this area, but otherwise felt that this was a very positive proposal. Commissioner Helmberger agreed with the other Commissioners and said this project could accommodate an assisted living component. Chair Harms also felt that this was a very good concept which could include more dense housing and some assisted living. Concept #2 - Grand Place Senior Apartments by Twin City Christian Homes Community Development Director Palmborg described this proposal which includes 149 senior apartments and Tushie-Montgomery corporate offices. Commissioner Susag felt this was a better location than the other site previously proposed by Twin City Christian Homes near 76th and Lyndale. The HRA also had a concern about a “senior ghetto” developing in this area. Concept #3 - Cluster & Row Townhomes by The Rottlund Company, Inc. Community Development Director Palmborg described this concept which includes 73 units. The HRA expressed a concern that this was underdeveloping the area and only looks at one block of the area. There was general discussion regarding housing options for the area. Chair Harms stated that perhaps the City should look at the potential of more commercial development such as medical facilities in the Garfield to Pleasant Avenue block between 66th and 67th Streets. Concept #4 - Grand/Pleasant Avenues and 6600 Block - Southridge Construction There was no support for this concept design by the HRA, but they felt it was a concept which transitioned the residential and commercial land uses well. Concept #5 - Gables on Emerson by The Rottlund Company, Inc. This concept included 124 units of owner occupied housing. There was no support for this concept. Concern was expressed about the number of levels and therefore, steps inside each unit. Concept #6 - Emerson Greene by Hunt Gregory, Developers HRA Meeting Minutes-5-April 20, 1998 This housing proposal included 86 units of owner occupied housing (61 buildings) at 64th to 66th Street and Emerson Avenue. Larry Wozniczka, 6744 Wentworth Avenue, asked that the concepts keep in mind general and commercial traffic patterns as well as a pedestrian bridge from Holy Angels to the redevelopment area over the railroad tracks. Item #6CONSIDERATION OF DEVELOPMENT PROPOSALS FOR 6901 BLOCK OF PENN AVENUE. HRA LETTER NO. 25. Executive Director Prosser reviewed HRA Letter No. 25 regarding consideration of development proposals for the 6901 block of Penn Avenue. Scott Helms, working with Richfield State Agency, described the concept plan for 69th & Penn redevelopment and storm water pond. The pond would be controlled by pumps and act as a “container” which can be controlled. The second concept for this area was a townhome proposal by Alan Chazin Homes. Item #7CONSIDERATION OF RESOLUTION AUTHORIZING PURCHASE OF 6805 IRVING AVENUE, 7432 ALDRICH AVENUE AND 6915-13TH AVENUE UNDER RICHFIELD REDISCOVERED PROGRAM. HRA LETTER NO. 26 Executive Director Prosser reviewed HRA Letter No. 26 regarding the purchase of 6805 Irving Avenue, 7432 Aldrich Avenue and 6915-13th Avenue under the Richfield Rediscovered Program. M/Helmberger, S/Stokes that the following HRA resolution be adopted, that it be spread in the HRA resolution book and that it be made part of these minutes: HRA RESOLUTION NO. 665 RESOLUTION AUTHORIZING PURCHASE OF REAL PROPERTY LOCATED AT 6805 IRVING AVENUE, 7432 ALDRICH AVENUE AND 6915-13TH AVENUE FOR THE RICHFIELD REDISCOVERED PROGRAM Motion carried 4-0. FOR 6633 WASHBURN AVENUE AND AFFORDABLE SUBURBAN HOUSING, INC. FOR 6415-14TH AVENUE. HRA LETTER NO. 27 Executive Director Prosser reviewed HRA Letter No. 27 regarding issuance of completion certificates to Steven Marlin Grant Homes, Inc. for 6633 Washburn Avenue and Affordable Suburban Housing, Inc. for 6415-14th Avenue. M/Stokes, S/Susag that the following resolution be adopted, that it be spread in the resolution book and that it be made part of these minutes: HRA RESOLUTION NO. 666 RESOLUTION AUTHORIZING ISSUANCE OF COMPLETION CERTIFICATES FOR RICHFIELD REDISCOVERED PROPERTY AT 6633 WASHBURN AND 6415-14TH AVENUES Motion carried 4-0. This resolution appears as HRA Resolution No. 666 in HRA Resolution Book No. 5. Item #9CONSIDERATION OF RELEASE OF DECLARATION OF EASEMENT AND RELATED COVENANTS (FORMERLY CLOVERLEAF SITE). HRA LETTER NO. 28 Chair Harms reviewed HRA Letter No. 28 regarding consideration of Release of Declaration of Easement and Related Covenants (former Cloverleaf site). Mr. Harms described the technical implication of this matter. M/Stokes, S/Susag to approve the Release of Declaration of Easements and Related Covenants. Motion carried 4-0.
